Check out my talk, "Commercial Spyware, Data Brokers, and More - An Overview of Surveillance Technology Markets" which succinctly demystifies various surveillance markets (e.g. mobile device spyware, location data brokers) funded by governments and highlights procurement and export/import policies that have minimized the use of these technologies.

While many talks about surveillance technology focus on much-needed privacy regulation, this will focus exclusively on following the money.
